Lockheed Martin unveiled a lower-cost Patriot interceptor at the 2026 Farnborough Airshow, aiming to address the growing strain on global missile defense stockpiles amid escalating conflicts in Ukraine and the Middle East. The PAC-3 Adapted Capability Effector (ACE), designed to cost less than half the price of the existing PAC-3 Missile Segment Enhancement (MSE) interceptor, represents a strategic shift in U.S. Defense priorities. The MSE, priced at approximately $4 million per unit, has faced scrutiny for its high cost relative to the inexpensive drones and missiles it is tasked with countering, such as Iran’s Shahed drones, which retail for around $35,000.
The ACE is engineered to target air-breathing threats, including cruise missiles and short-range ballistic missiles, while maintaining compatibility with the Patriot system’s Integrated Battle Command System. This compatibility allows Lockheed to leverage existing infrastructure, accelerating development and deployment. Tim Cahill, president of Lockheed Martin Missiles and Fire Control, emphasized that the ACE would “bridge the gap between low-cost drone interceptors and the PAC-3 MSE,” offering a more affordable solution without compromising effectiveness against higher-end threats.
The announcement coincides with a surge in demand for air defense systems, driven by prolonged conflicts and the depletion of U.S. And allied interceptor reserves. During Operation Epic Fury, U.S. Forces in the Middle East expended a third of their Patriot stockpiles to counter Iranian drones and missiles, raising concerns about sustainability. The ACE’s development reflects efforts to balance cost and capability, with Lockheed planning to reduce expenses by scaling back on components like solid rocket motors and seekers, while employing advanced manufacturing techniques.
European collaboration is central to the ACE’s production strategy. Lockheed intends to partner with European defense firms to source components and manufacture the interceptor, aiming to localize production and reduce reliance on U.S. Suppliers. Cahill highlighted discussions with companies in Germany, Sweden, and other NATO nations, noting the potential for “entirely European-sourced” missiles. This aligns with broader European efforts to bolster defense manufacturing, as seen in initiatives like Ukraine’s FREYJA project, a cheaper Patriot alternative developed by the Ukrainian firm Fire Point.
The ACE’s rollout also underscores the U.S. Military’s push for more affordable interceptors. In 2025, the Missile Defense Agency launched its Low-Cost Interceptor program, targeting a $750,000 price tag, while the Army is evaluating a $1 million interceptor for the Patriot system. Lockheed’s ACE, though not explicitly tied to these programs, fits within this trend. The company plans to begin initial production within 36 months, with testing slated for 2028.
Geopolitical tensions have intensified pressure on defense industries. Ukraine, which relies heavily on Patriot systems to counter Russian missile attacks, has pleaded for more interceptors while pursuing domestic production capabilities. A recent agreement between U.S. President Donald Trump and Ukraine grants Kyiv a license to manufacture Patriot systems, though details remain unclear. Meanwhile, the European coalition led by Ukraine and nine other nations aims to develop a shared anti-ballistic missile capacity, reflecting a broader push for regional self-reliance.
The ACE’s introduction comes amid a broader reevaluation of defense spending. As adversaries deploy mass-produced drones and missiles, the cost-effectiveness of traditional interceptors has come under scrutiny. Lockheed’s focus on affordability aligns with the Pentagon’s efforts to sustain operations in protracted conflicts, while also addressing supply chain bottlenecks. However, challenges remain, including the need to balance cost reductions with performance and the complexities of international collaboration.
